APSEA MEMBERSHIP APPLICATION FORM

• The applicant should deliver the application form and supporting documents together with a non-refundable application fee of Ksh. 10,000/=
• An applicant who does not meet the full admission criteria may apply to be considered for admission as an affiliate member.
• Admission to any category of membership will be at the sole discretion of theCouncil of APSEA.

To be admitted as a Corporate Member, the applicant, being a body corporate satisfying the definition of a corporate member must complete and submit the official application for corporate membership in the prescribed forms confirming that:

• The applicant is a body corporate dully registered by the registrar of societies or the relevant registration body in and or outside East Africa with a legal capacity to transact business in East Africa.
• The members of the organization are dully-qualified professionals who possess a certificate obtained from a recognized body of higher learning which administers a professional examination based on an approved syllabus and recognized by government.
• It is a body duly registered under the law to represent a particular profession or is a branch/section of such body of professionals in East Africa.
• That individual members of that body are professionals are more than ten (10) members or as may be provided for or varied by the Societies Act, in good standing, certified through high level post-secondary school training and examination.
• That all or some of its members are qualified, in good standing and where appropriate, may be required to furnish the Council with the full list of its members or the details including the registration numbers and certificates of some or specified members of the organization;
• That the body maintains a code of ethics and conduct for its members, meeting APSEA’s requirements and guidelines for such codes of ethics and conduct and ensuring compliance with the code regularly throughout a monitoring and evaluation procedure administered at least once a year and the accompanying disciplinary procedures and or recognition program and monitoring and evaluation reports of the implementation of the codes of conduct submitted to APSEA after the first 30 days of the next calendar year. 
• The body is made up of individual members who possess specialized knowledge and skills, in a widely recognized and organized body of knowledge and learning, derived from education and training, experiential pupilage, on-the job training, internship or apprenticeship programs;
• The body is recognized by government either by registration or through statutes or supplementary legislation;
• The members of the body are mandatorily required to maintain confidentiality (and or actual or implied confidentiality agreements) for clients or third parties whom they serve.
• Their members are required by their codes of conduct not to allow conflicts with moral or religious beliefs to interfere with their commitment to serve their clients where a member of the body has agreed to undertake services for their client or patient or third parties.
• The independence and impartiality of its members who have the right to exercise personal judgement in the execution of their professional obligations is guaranteed and implied in their commitments and that no undue influence will be brought to bear on any member to tow any line of interpretation or decision in the course of the execution of his/her profession
• Honesty and integrity of the members of the body in dealings with their clients or patients is closely matched with the provisions of Chapter six of the Constitution of Kenya 2010 or its equivalent in East Africa and or elsewhere where the professional will or intends to practice.
• The organization has fulfilled all the requirements for registration including but not limited to the payment of the prescribed fee, signing of the non-disclosure agreements, signing of the relevant MOUs and indemnity.
• The organization, where required, has provided all the relevant testimonials, referees, and certifications of conformity to the codes of conduct and integrity, including where appropriate, letters of clearances from the Ethics and Anti-corruption Commission (EACC), KRA, Regulatory and Examination Bodies and/or any other relevant government agency.
• If after confirmation by the relevant APSEA Committee, the professional body applying for membership, by virtue of its professional practice, does not pose or have any conflict of interest with a professional body already belonging to the APSEA Membership. 

In Addition to the above or for the avoidance of doubt the following documents are required;

1. Constitution and By-laws
2. Certificate of registration
3. Code of Conduct and Ethics
4. List of all registered members(an electronic copy and hard copy)
5. 3 years audited accounts.
6. Background information of the association applying for membership
7. List of current Council members, including their contact addresses and station 
8. List of all salaried employees, including the name of the most senior executive.

To be admitted as a Private member, the applicant, being an individual of a corporate and or an affiliate member in good standing, desirous of joining APSEA by

• Voluntary application or by invitation, can be admitted as a Private member of APSEA upon the completion, submission, and approval of the prescribed form and fulfilling the requirements for private membership.
• A private member is a member who on voluntary and pro-bono basis offers their time and to assist in the management of APSEA (the Association) by co-option to serve in any, one or several Committees, Task forces, in the Executive Committee or in the Council of the Association.
• The private member shall sign a form that confirms that the member/person adheres and continue to adhere to his/her organization’s code of ethics and conduct must be a morally upright individual with no criminal record.
• The person must possess specialized knowledge and skills, in a widely recognized and organized body of learning, derived from education and training and or experiential pupilage internship, or apprenticeship leading to a certified and recognized certification of his/her knowledge & skills
• The private members shall be required to perform work in only their areas of competence and must maintain exemplary standards of professional conduct.
• The Private member shall serve with the knowledge that he/she shall expect no monetary reimbursement.

In Addition and for the avoidance of doubt, the following documents are required:

• Comprehensive Curriculum Vitae.
• Proof of membership to a corporate body
• Certified copies or originals certificates of specialized or professional knowledge and training
• Professional referees

To be admitted as an affiliate member, the applicant, being a body corporate desirous of joining APSEA but not fulfilling the definition of a corporate member shall complete and submit the application form prescribed for affiliate members confirming that:

• It is a body corporate duly registered under the law to represent a particular profession or is a branch/section of such body of professionals, but has not qualified for corporate membership as stipulated in the constitution and or by-laws of APSEA (the Association);
• That the body maintains a code of ethics and conduct for its members.
• That individual members of that body must have common specialized knowledge and skills in one or related fields or professions in a widely recognized and organized body of learning, derived from a post secondary school education and training.
• That the body recruits its membership from professionals who have a vast knowledge and skills in a common area or specialized field of training or profession.
• The body has complied with all the requirements for an affiliate member including the payment of a prescribed fee; signing of the non-disclosure agreements, signing of the relevant MOUs and indemnity
• The organization, where required, has provided all the relevant testimonials, referees, and certifications of conformity to the codes of conduct and integrity, including where appropriate, letters of clearances from the Ethics and Anti-corruption Commission (EACC), KRA, Regulatory and Examination Bodies and/or any other relevant government agency

In Addition and for the avoidance of doubt, the following documents are required:

• Code of Conduct and Ethics
• List of registered members
• 2 years audited accounts

A society shall not be ineligible for corporate membership of the Association solely for any one or more of the following reasons:

• When its membership is open to professional persons who have retired from active practice of their profession.
• When its membership is open to students working for admission to membership of the profession to which the ordinary members of the society belong;
• When some of its functions include matters unrelated to the professional activities of its members
• If its members represent only a section of the total membership of a particular profession in East Africa;
• If its members or some of them are members of another professional society which is itself a corporate member of the Association.
• If its activities are illegal or disallowed by the rules and by laws of the Association or any statutes or written law of the government(s) in East Africa and where the member operates
• If the credentials are acquired by forgery

All members must belong to a registered and recognized professional body:

• Qualification of membership - A qualified organization is one that represents a group or section of professionals whose members have acquired specialized knowledge and skills through training and examinations based on an approved syllabi administered by an institution of higher learning recognized by the government agencies and is regulated by a recognized body within the area of operation of APSEA and whose minimum qualifications and admission criteria are acceptable to the APSEA Council.

Filling of APSEA application form – Additionally, provision of the following documents

• Constitution and By-laws
• Certificate of registration
• Code of Conduct and Ethics
• List of registered members
• 3 years audited accounts
• A brief background information of the association applying for membership

Application Fee

• Kenya Shillings 10,000 non-refundable for corporate and affiliate members.
• Applications will be processed in the next meeting of the relevant committee or in the case of corporate bodies, the APSEA Council.
• Some applications may be rejected if they do not qualify for admission but may re-apply
• Feedback to applicants within a month after Council meeting.

Admission fee, admission letters and Membership certificates for new members.

• Successful applicants to pay Kshs. 10,000 once off non-refundable admission fee.
• Admission letter and/or certificate, terms, benefits, obligations to be sent to new member within a month after Council approval.
• Annual subscription fee to be paid every beginning of calendar year.

Admission fee, admission letters and Membership certificates for existing members

• Issue all existing members with membership letters and certificates within three months of adoption of this policy.
• Penalty for members with over six months annual subscription arrears to be decided by Council.

Annual Subscription fee,

•  A mandatory Annual subscription fee to be paid within 30days by every APSEA member.
• Subscription will vary with membership.
• Each institution to have a statement of compliance to ethical standards in line with the provisions of its professional code of Conduct.

Annual Subscriptions for Corporate and Affiliate members.

• Corporate members to be invoiced beginning of each Calendar year.
